“Pass SSB 6620 Before Time Runs Out: SSB 6620 emerged Friday, March 2 from the Senate Rules Committee and is waiting for a vote on the Senate floor. The bill includes the Enhanced Background Checks for Assault Weapons (originally SB 5444) in a School Security package that also includes grants to school districts for emergency implementation and a confidential communications system allowing students, teachers, and the public to report possible threats with anonymity.
If the Senate votes YES, it goes to the House Judiciary Committee, which had a hearing on the Enhanced Background Checks before the cutoff, and then needs to pass quickly to the Rules Committee and then to the floor with passage by March 8. It’s a quick trip but can be done with commitment and the public keeping the pressure on.

Protect our Dreamers

On December 21st – as we have repeatedly requested, our Senators voted against the continuing resolution, which amongst other things funds the government for a month: Nancy Pelosi urged her colleagues to vote against it because (along with other things) it does not include protections for our 800, 000 DACA recipients, and 144 a day lose their status.

The Democrats have the ability to cause the government to shut down due to lack of funding if they do not pass a clean dream act as soon as possible. If they do not use this leverage and they vote for the resolution (Republicans need 60 votes and there are 51 Republican Senators), the administration can insist upon including billions in the budget for ICE agents and a wall in return for protecting our dreamers. The next vote for a resolution will be by January 19th. Please contact our MoCs.

It only takes one seat for Democrats to finally be in the majority in WA in the House, Senate and Governorship.

Getting this seat would give democrats the majority and enable them to make progressive changes: making the whole west coast progressive.

Even aside from needing democrats acting locally, state seats are very important because in 2020 each state will be redistricted. This enables whoever is in the majority in the State Congress to gerrymander (more about redistricting). Also, states can serve as incubators for policies that can then go national. An example of this from WA is the balancing incentive program, which enables the elderly to stay in their homes. In addition to this, Federal Congresspeople generally come from those originally taking smaller roles, and we need democrats filtering up. The decennial census, which has been taken every decade since 1790 as mandated by the Constitution, provides an important tally that helps to determine how many House seats are apportioned to each state in Congress, how congressional districts are drawn and how federal funds are distributed.” The Census Director stepped down on June 30th: NYTimes. Without a Census Director, we in the Seattle area particularly have a problem – because the Seattle metro area has grown so quickly, and we will not have number of House seats that we should. Urbanization is happening rapidly across most of the states: – so this is a big deal.

    About the Failed “Skinny” Bill

    From CNN: ‘Lawmakers only had a few hours to consider the “skinny repeal” bill before voting on it. The legislation would have unwound parts of Obamacare in hopes of winning the approval of at least 50 of their members. Senators would have then hammered out a final bill with the House in a conference committee.

    This repeal bill, however, could have wrecked the individual market, said insurers, doctors, consumer advocates and health policy experts. Repealing key provisions of Obamacare without replacing them could cause insurers to flee and premiums to rise.

    The Congressional Budget Office estimated that 15 million more people would be uninsured than under Obamacare in 2018, and that figure would grow to 16 million in 2026. Premiums would jump 20% next year, compared to current law.’

    What can senators do about the health care bill?

    They can withhold consent on bills to slow down business and delay the bill coming to the floor. Withholding consent means they have to draw out the votes and so it takes a lot more time.

    They can filibuster by amendment if it comes to that – let’s aim to stop it getting that far, by calling republican senators.

    The health bill is not dead. McConnell and his fellow cronies are pushing conservatives like Paul and Lee – and moderates like Heller.

    They can block the bill using the Byrd rule, because it is a reconciliation bill. I am not sure which piece of it applies. She will point to Planned Parenthood. The Byrd rule:

    “Byrd rule tests – Section 313(b)(1) of the Congressional Budget Act sets forth six tests for matters to be considered extraneous under the Byrd rule. The criteria apply to provisions that:
    do not produce a change in outlays or revenues;
    produce changes in outlays or revenue which are merely incidental to the non-budgetary components of the provision;
    are outside the jurisdiction of the committee that submitted the title or provision for inclusion in the reconciliation measure;
    increase outlays or decrease revenue if the provision’s title, as a whole, fails to achieve the Senate reporting committee’s reconciliation instructions;
    increase net outlays or decrease revenue during a fiscal year after the years covered by the reconciliation bill unless the provision’s title, as a whole, remains budget neutral;
    contain recommendations regarding the OASDI (social security) trust funds.”

    Constitutional Convention

    Wisconsin would become the 30th of 34 states needed to force a convention if the resolution passes both the Assembly and Senate. They vote next week. Supporters want to amend the country’s guiding document to require a balanced federal budget, or to fight Citizen’s United. Critics fear a convention could lead to wild constitutional revisions.
